Michigan Chip Dominance Program (MCDP)

The Michigan First Movement operates the Michigan Chip Dominance Program (MCDP), a strategic statewide initiative designed to establish Michigan as a national leader in semiconductor manufacturing, advanced packaging, research, and supply chain security.

MCDP leverages existing federal and state grant funding, including CHIPS Act-related programs, U.S. Department of Commerce EDA grants, Michigan Economic Development Corporation (MEDC) initiatives, and workforce development funding, to attract investment, build infrastructure, train talent, and secure domestic production of critical chips.

Program Goals

• Make Michigan one of the top semiconductor hubs in the United States.

• Create tens of thousands of high-wage jobs in manufacturing, engineering, and R&D.

• Strengthen national security by reshoring critical chip production away from adversarial nations.

• Drive innovation in quantum-integrated chips, AI hardware, automotive semiconductors, and defense applications.

• Support generational Michigan families through stable, family-sustaining careers.

Eligible Project Categories 

MCDP is structured to qualify for a wide range of existing grants while advancing Michigan’s strategic priorities:

1. Semiconductor Fabrication and Infrastructure

• Construction, expansion, or modernization of chip fabrication plants, advanced packaging facilities, and testing centers.

• Development of specialized infrastructure (ultra-pure water, reliable power, clean rooms) using Energy Dominance resources.

2. Workforce Development and Talent Pipeline

• Apprenticeship, training, and certification programs for semiconductor technicians, engineers, and researchers.

• Partnerships with community colleges, universities, and high schools to build a skilled workforce, with priority for Michigan residents, veterans, and young patriots.

3. Innovation and R&D

• Applied research in next-generation semiconductors, quantum technologies, advanced materials, and AI hardware.

• University-industry collaborations and technology transfer programs that keep intellectual property in Michigan.

4. Supply Chain Security and Reshoring

• Projects that bring critical supply chain components (wafers, chemicals, equipment) to Michigan.

• Initiatives that reduce dependence on foreign (especially adversarial) suppliers.

5. Community and Economic Impact

• Housing, education, and family support programs near chip hubs to attract and retain workers.

• Small business and supplier development in the semiconductor ecosystem.
