Second Amendment Defense & Constitutional Militia Preparedness Program (2AD-CMP)

The Michigan First Movement operates the Second Amendment Defense & Constitutional Militia Preparedness Program (2AD-CMP), a public safety, emergency preparedness, and civic education initiative designed to leverage existing federal and state grant funding. This program strengthens lawful firearm ownership, supports well-regulated constitutional militia principles as recognized under the Second Amendment, enhances community resilience, and promotes responsible civic defense capabilities for Michigan residents.

2AD-CMP functions as a grant accelerator and training hub, helping local governments, sheriff departments, nonprofits, veteran organizations, shooting sports groups, and community associations successfully compete for and implement projects focused on safety, preparedness, and constitutional rights.

Program Vision and Goals

The program upholds the Second Amendment as a cornerstone of American liberty and supports the constitutional concept of a well-regulated militia composed of able-bodied citizens. Key goals include:

• Promoting responsible firearm ownership, training, and safety.

• Enhancing community emergency preparedness and mutual aid capabilities.

• Supporting lawful militia-related activities within constitutional and state-legal frameworks (e.g., state defense forces, volunteer emergency response).

• Reducing crime through armed citizen deterrence and community vigilance.

• Empowering generational Michigan families and communities to exercise their rights while contributing to public safety and disaster resilience.

• Providing education on constitutional rights and civic responsibilities.

Strategic Alignment with Existing Grants

2AD-CMP aligns with multiple active funding sources:

• DHS/FEMA — Hazard Mitigation, Building Resilient Infrastructure and Communities (BRIC), and Nonprofit Security Grant Program.

• Department of Justice (DOJ) — Byrne Justice Assistance Grants (JAG) for crime prevention, training, and community safety.

• Bureau of Justice Assistance (BJA) — Law enforcement training and equipment grants.

• U.S. Department of Defense and VA — Veteran firearms training and reintegration programs.

• Michigan State Programs — Michigan Department of State Police grants, Emergency Management and Homeland Security funding, hunter safety and shooting range development programs.

• Other — Grants supporting youth education, veteran services, and rural community preparedness.

Eligible Project Categories

The program maintains flexibility to meet grant criteria while advancing Second Amendment and preparedness priorities:

1. Firearms Safety, Training & Education

• Certified training programs in safe handgun/rifle use, marksmanship, and defensive skills.

• Youth and adult education on Second Amendment history, constitutional law, and responsible ownership.

• Hunter safety courses and shooting range improvements.

2. Constitutional Militia & Community Defense Preparedness

• Lawful, state-compliant volunteer preparedness units focused on emergency response, search and rescue, and disaster mutual aid (consistent with Michigan law and the U.S. Constitution).

• Coordination with local sheriffs and emergency management agencies for community defense planning.

3. Public Safety and Crime Deterrence

• Neighborhood watch programs, armed citizen education, and community policing partnerships.

• Initiatives that support lawful self-defense and reduce victimization.

4. Infrastructure and Equipment Support

• Secure storage facilities, ranges, training centers, and emergency preparedness equipment for authorized groups.

• Technology for communication and coordination during disasters.

5. Veteran and Generational Family Engagement

• Programs connecting veterans and multi-generational families to training, mentorship, and civic service opportunities.

The Second Amendment Defense & Constitutional Militia Preparedness Program harnesses existing public safety and preparedness grants to reinforce Michigan’s commitment to the right to keep and bear arms and the constitutional role of an informed, trained citizenry. By putting preparedness and lawful defense first, 2AD-CMP helps build stronger, safer, and more independent communities across the state.

Sheriff offices, emergency management agencies, veteran groups, shooting clubs, and community organizations are invited to partner with the Michigan First Movement for technical assistance and funding support through 2AD-CMP.
