Ending the CCP War Against Michigan: Defending Sovereignty, Economy, and Security
The Chinese Communist Party (CCP) is engaged in a multi-front, non-kinetic war against the United States, including Michigan. Through economic espionage, intellectual property theft, fentanyl precursor chemicals, influence operations on campuses, supply chain dominance, farmland purchases near critical infrastructure, and political infiltration, the CCP seeks to weaken America from within. Michigan, with its manufacturing base, agriculture, Great Lakes ports, and auto industry is a prime target.
The Michigan First Movement declares that this aggression will no longer be tolerated. We will treat the CCP as the strategic adversary it is and take decisive action to protect Michigan’s economy, security, and future.
Core Policy: Decouple from CCP Influence and Aggression
1. Economic and Investment Restrictions
Complete Ban on CCP-Linked Investments: Prohibit state pension funds, universities, and public entities from investing in CCP-linked companies or entities. Ban new CCP or PRC-controlled ownership of Michigan farmland, critical infrastructure, ports, or manufacturing facilities.
Review and Divestment: Immediate audit and forced divestment of existing CCP-linked holdings in sensitive sectors (technology, agriculture, energy, rare earth minerals).
Supply Chain Reshoring: Offer aggressive tax incentives and regulatory relief for companies moving production from China to Michigan. Target strategic industries: semiconductors, pharmaceuticals, autos, defense, and advanced manufacturing.
2. Counter-Espionage and Influence Operations
CCP Influence Transparency Act: Require full disclosure of all funding, partnerships, or affiliations with CCP entities, Confucius Institutes, United Front Work Department-linked groups, or Thousand Talents Program participants at Michigan universities and research institutions. Termination of state funding for non-compliant entities.
Foreign Agent Registration: Enforce and expand state-level requirements for individuals and organizations acting as agents of the CCP to register and disclose activities.
Campus Security: Ban CCP-funded Confucius Institutes and similar propaganda operations on public campuses. Protect academic freedom while preventing espionage and self-censorship on China-related topics.
3. Fentanyl and Precursor Chemical Warfare
Zero Tolerance on Fentanyl: Classify fentanyl trafficking linked to CCP precursors as a domestic terrorism-level offense with enhanced penalties. Full cooperation with federal authorities to seize precursors and prosecute networks.
Port and Border Security: Increase state resources for screening shipments at Michigan ports and borders. Push for federal tariffs and sanctions on CCP-linked chemical manufacturers.
4. Critical Infrastructure and Agricultural Protection
Farmland Ownership Ban: Prohibit CCP nationals, PRC-controlled entities, or their proxies from purchasing Michigan agricultural land or properties near military bases, energy facilities, or water infrastructure.
Critical Infrastructure Defense: Mandatory review and security upgrades for any infrastructure with CCP-linked vendors or components. Prioritize “Buy Michigan / Buy American” in all state procurement.
5. Broader Economic and Diplomatic Measures
Economic Warfare Response Fund: Use revenues from tariffs, seized assets, and fines to fund reshoring, worker retraining, and support for industries harmed by CCP practices.
Allied Coordination: Work with other states and the federal government to present a united front against CCP economic aggression.
Public Awareness: Launch an educational campaign on CCP tactics, including influence operations, IP theft, and fentanyl deaths in Michigan communities.
Implementation
Michigan CCP Countermeasures Task Force: Cross-agency team (Attorney General, State Police, Treasury, Agriculture, and Economic Development) with subpoena authority and annual public reporting.
Legislative Package: Pass the Michigan Defense Against CCP Aggression Act covering all elements above.
Metrics for Success:
Reduction in CCP-linked investments and land ownership.
Number of companies reshored to Michigan.
Decrease in fentanyl deaths and precursor seizures.
Dollars saved from stopped IP theft and unfair trade practices.
Increased domestic manufacturing output.
Expected Outcomes
Protection of Michigan jobs, technology, and food security from CCP predation.
Stronger, more resilient economy less vulnerable to foreign coercion.
Deterrence against further CCP aggression in our state.
Reaffirmation that Michigan prioritizes American sovereignty and citizen prosperity over cheap goods and foreign influence.
The CCP’s war on America is real, patient, and relentless. Michigan will no longer be a soft target. We choose economic independence, national security, and loyalty to our own citizens over appeasement and short-term profits.
Decouple from the CCP. Rebuild Michigan Strong.
American Sovereignty First. Michigan First.
This platform will be introduced as urgent legislation. We call on Michigan’s delegation in Congress and state lawmakers to treat the CCP as the strategic threat it is and act decisively.
End the CCP War on Michigan. Secure Our Future.
