The Michigan First Movement declares Chip Dominance as a strategic priority. We will make Michigan one of America’s top semiconductor hubs, reshore critical supply chains, create thousands of high-wage jobs, and ensure America never again depends on adversaries for these vital components.

Transform Michigan into a powerhouse of advanced semiconductor fabrication, packaging, research, and supply chain integration, rivaling or surpassing current leaders while securing domestic production for defense, autos, consumer electronics, and emerging technologies.

1. Massive Fabrication and Manufacturing Buildout

• Chip Manufacturing Zones: Designate multiple high-priority zones with ultra-low taxes, expedited permitting, energy cost guarantees, and infrastructure support for new fabs and advanced packaging facilities.

• Incentives Package: Aggressive state tax credits, grants, and matching funds for companies committing to Michigan-based production with high American/Michigan content requirements.

• Energy Guarantee: Leverage Energy Dominance to provide abundant, low-cost, reliable power (nuclear + natural gas) essential for chip manufacturing.

2. Supply Chain Security and Reshoring

• Full Domestic Supply Chain: Incentives for suppliers of wafers, chemicals, rare earths, and equipment to locate in Michigan.

• Ban on Adversarial Dependence: Prohibit state contracts or incentives for companies with significant CCP-linked supply chains. Prioritize complete decoupling from China.

• Defense Priority: Partner with the Department of Defense and Space Force to secure contracts for radiation-hardened and advanced chips built in Michigan.
