A bill to establish Michigan Quantum Dominance; to create the Michigan Quantum Corridor linking leading universities and industry; to accelerate research, manufacturing, and commercialization of quantum computing, sensing, communications, and related technologies; to establish Quantum Manufacturing Zones with preferential tax, permitting, and energy treatment; to build a domestic workforce and secure supply chains; to protect quantum research from foreign adversarial espionage and intellectual-property theft; to prioritize national-security partnerships; to create the Michigan Quantum Authority; and to position Michigan as a top-tier American leader in the quantum revolution.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1. Short Title.
This act shall be known and may be cited as the “Michigan Quantum Dominance and Technological Security Act.”
Section 2. Legislative Findings.
The Legislature finds and declares all of the following:
(a) Quantum technology will transform computing, sensing, secure communications, cryptography, and materials science and is essential to national security and long-term economic competitiveness.
(b) Michigan’s research universities, advanced manufacturing base, engineering talent, and energy resources uniquely position the State to lead rather than merely participate in the quantum revolution.
(c) An all-of-the-above strategy spanning fundamental research, hardware manufacturing, commercialization, workforce development, and supply-chain security can make Michigan one of America’s top quantum technology states within a decade.
(d) Foreign adversarial involvement, particularly by the Chinese Communist Party and linked entities, in quantum research and supply chains poses unacceptable risks to intellectual property and national security.
(e) All activities under this act shall comply with the Constitution of the United States, the Constitution of the State of Michigan, and applicable federal export-control and non-proliferation requirements.
Section 3. Definitions.
As used in this act:
(a) “Quantum technology” means quantum computing, quantum sensing, quantum communications, quantum simulation, quantum cryptography, and related enabling materials, hardware, and software.
(b) “Quantum Manufacturing Zone” means a designated area receiving preferential tax, permitting, energy, and regulatory treatment for quantum hardware, component, and systems production.
(c) “Adversarial entity” means any entity owned, controlled, or directed by a designated foreign adversary, including the People’s Republic of China or the Chinese Communist Party.
(d) “Authority” means the Michigan Quantum Authority created in this act.
Section 4. Michigan Quantum Corridor – Research and Development Leadership.
(1) The Michigan Quantum Corridor is established to link the University of Michigan, Michigan State University, Michigan Technological University, and industry partners in a coordinated research enterprise.
(2) Targeted state matching funds and tax incentives shall support quantum research in computing, sensing, communications, and simulation, with priority given to applications that benefit Michigan’s automotive, defense, agricultural, energy, and healthcare sectors.
(3) Public universities receiving state support for quantum work shall emphasize practical engineering, technology transfer, and measurable outcomes.
Section 5. Manufacturing, Commercialization, and Quantum Manufacturing Zones.
(1) Quantum Manufacturing Zones may be designated with:
(a) Ultra-low or zero state tax rates on qualifying quantum property and equipment for extended periods;
(b) Expedited permitting and concurrent review; and
(c) Preferential access to abundant, reliable, low-cost power under the State’s Energy Dominance policies.
(2) Enhanced incentives shall be available to companies that reshore or locate domestic production of critical quantum technologies in Michigan, thereby reducing reliance on adversarial supply chains.
(3) Startups and scale-ups commercializing quantum breakthroughs with Michigan-based facilities shall receive priority access to state innovation support.
Section 6. Workforce and Talent Development.
(1) Public universities and community colleges shall expand quantum-focused degree programs, apprenticeships, and technical certifications.
(2) Aggressive recruitment of quantum talent shall prioritize U.S. citizens and Michigan residents.
(3) K-12 outreach programs, especially in rural and working-class communities, shall inspire students to pursue quantum and advanced STEM careers.
Section 7. Infrastructure, Energy, and Security.
(1) State investment may support specialized facilities required for quantum work, including cryogenic laboratories, secure testbeds, and clean rooms.
(2) Energy Dominance policies shall ensure that energy-intensive quantum systems have access to reliable, low-cost power.
(3) Quantum research and facilities shall be protected from foreign espionage and intellectual-property theft. Adversarial entities and researchers linked to them are barred from participation in state-supported quantum programs and facilities.
Section 8. National Security and Strategic Alignment.
(1) Partnerships with the U.S. Department of Defense, Space Force, intelligence community, and other federal agencies for defense and secure-communications applications shall be prioritized.
(2) All state-supported quantum activity shall align with American technological superiority and supply-chain security objectives.
Section 9. Michigan Quantum Authority.
(1) There is created the Michigan Quantum Authority as a lean, results-oriented body to coordinate strategy, attract private and federal investment, designate Quantum Manufacturing Zones, and measure progress.
(2) Funding shall combine state seed capital, federal grants (including National Quantum Initiative, NSF, DOE, and DoD sources), and private investment.
(3) The Authority shall maintain a public dashboard tracking:
(a) High-wage jobs created;
(b) Patents filed and technologies commercialized;
(c) Companies attracted or expanded;
(d) Private investment secured; and
(e) Michigan’s national and global ranking in quantum technology.
(4) The Authority shall operate under performance metrics, transparency requirements, and periodic reauthorization.
Section 10. Goals.
The strategic goals of this act include making Michigan one of America’s top three quantum technology states within a decade, creating thousands of high-wage jobs in research, engineering, and manufacturing, delivering breakthrough technologies that strengthen national security, and contributing to broader economic dominance and long-term prosperity.
Section 11. Severability.
If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act and the application of its provisions to other persons or circumstances shall not be affected.
Section 12. Effective Date.
This act takes effect 90 days after enactment. The Michigan Quantum Authority and initial Quantum Corridor and Zone frameworks shall be operational within 180 days.
