The Michigan First Movement will restore and surpass our manufacturing greatness through a deliberate Manufacturing Dominance and Innovation Renaissance. We will dominate traditional strengths (autos and shipbuilding) while conquering new frontiers in semiconductors, quantum technology, advanced materials, and emerging industries.

This plan will create hundreds of thousands of high-wage jobs, secure America’s supply chains, and position Michigan as the indispensable industrial powerhouse of the 21st century.

Key Policy Pillars

1. Traditional Manufacturing Supremacy

• Auto Industry Rebirth: Massive incentives for next-generation vehicle production (electric, hybrid, hydrogen, and advanced internal combustion). Require substantial Michigan content and American labor. Protect and expand the supply chain.

• Shipbuilding and Maritime Dominance: Revitalize Great Lakes shipbuilding on the Detroit River, Saginaw Bay, and other yards. Target commercial vessels, icebreakers, naval auxiliaries, and specialized marine equipment. Leverage federal maritime security funding and Great Lakes trade routes.

• Heavy Industry Revival: Steel, machinery, chemicals, and aerospace components. Tax breaks and regulatory relief for companies expanding or returning production to Michigan.

2. New Frontiers: Chips, Quantum, and Advanced Tech

• Semiconductor and Chip Dominance: Aggressive incentives (tax abatements, infrastructure grants, energy cost reductions) to attract and build multiple large-scale chip fabrication plants. Make Michigan a top-3 U.S. semiconductor hub.

• Quantum Technology Leadership: Establish Michigan Quantum Corridor with research parks, university partnerships, and private investment in quantum computing, sensing, and communications. Target defense, medical, and industrial applications.

• Advanced Manufacturing Hubs: Create specialized innovation districts for robotics, additive manufacturing (3D printing), AI integration, biotechnology manufacturing, and next-gen batteries.

3. Regulatory and Tax Environment for Dominance

• Manufacturing Freedom Zones: Designated areas with ultra-low taxes, expedited permitting, reduced regulations, and energy discounts for qualifying manufacturers.

• Two-for-One Regulatory Rule: For every new manufacturing regulation, two must be eliminated.

• Energy Cost Guarantee: Tie Energy Dominance policies to locked-in low electricity and natural gas prices for manufacturers.

4. Workforce and Talent Development

• Michigan Manufacturing Academy: Massive expansion of apprenticeships, vocational training, and partnerships between manufacturers, community colleges, and high schools.

• Gen Z Patriot Recruitment: Targeted campaigns to bring young skilled workers and engineers to Michigan manufacturing careers (linked to relocation incentives).

• Veterans to Manufacturing Pipeline: Priority training and hiring for veterans in shipbuilding, auto, and advanced tech.

• Michigan Innovation Fund: Public-private fund supporting applied research in manufacturing, quantum, chips, and related fields.

• Intellectual Property Protection: Aggressive state-level support for defending Michigan companies against foreign IP theft (especially CCP).
