Michigan will aggressively pursue leadership across the entire quantum ecosystem: research, development, manufacturing, workforce training, and commercialization.

1. Research and Development Leadership

• Establish the Michigan Quantum Corridor linking University of Michigan, Michigan State University, and industry partners.

• Provide targeted state matching funds and tax incentives for quantum research in computing, sensing, communications, and simulation.

• Prioritize applications with direct benefits to Michigan industries (auto, defense, agriculture, energy, healthcare).

2. Manufacturing and Commercialization

• Create Quantum Manufacturing Zones with low taxes, expedited permitting, and guaranteed low-cost energy for companies building quantum hardware, components, and systems.

• Incentives for reshoring and domestic production of critical quantum technologies to eliminate reliance on foreign (especially adversarial) supply chains.

• Support for startups and scale-ups commercializing quantum breakthroughs with Michigan-based facilities.

3. Workforce and Talent Development

• Expand quantum-focused degree programs, apprenticeships, and certifications at public universities and community colleges.

• Aggressive recruitment of quantum talent from across America, with priority for U.S. citizens and Michigan residents.

• Programs to inspire K-12 students, especially in rural and working-class communities, to pursue quantum and STEM careers.

4. Infrastructure and Ecosystem Support

• Invest in specialized facilities (cryogenic labs, secure testbeds, clean rooms) required for quantum work.

• Protect quantum research from foreign espionage and intellectual property theft, particularly from the CCP.

• Ban CCP-linked entities or researchers from Michigan quantum programs and facilities.
