Ban Foreign Aid Act

A bill to prohibit the use of Michigan state funds for foreign aid, foreign wars, or support of corrupt foreign regimes and hostile international organizations; to require full transparency regarding any federal funds related to foreign assistance that pass through the state budget; to prioritize Michigan veterans, infrastructure, border security, and working families; to mandate audits and accountability; to redirect resources home; and to establish a firm Michigan First policy that ends the diversion of Michigan taxpayer dollars to endless foreign conflicts and globalist entanglements.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

Section 1. Short Title.

This act shall be known and may be cited as the “Michigan Stop Foreign Aid and Taxpayer Protection Act” or the “Michigan First Foreign Spending Prohibition Act.”

Section 2. Legislative Findings.

The Legislature finds and declares all of the following:

(a) Trillions of American tax dollars, including earnings generated by Michigan workers and businesses, have been spent on foreign wars, nation-building, and foreign aid with insufficient accountability, often enriching corrupt foreign leaders, warlords, and intermediaries while Michigan roads deteriorate, veterans struggle, and families face economic pressure.

(b) Michigan taxpayers should not be compelled to subsidize foreign conflicts, the bloated apparatus of certain international organizations, or regimes that oppose American interests while urgent needs at home remain unmet.

(c) A strict Michigan First policy requires that state resources remain in Michigan for infrastructure, veterans’ care, public safety, border security, and the prosperity of Michigan citizens.

(d) While foreign policy and federal appropriations are primarily federal responsibilities, the State of Michigan retains full authority over its own treasury, may refuse to expend state funds on foreign purposes, may demand transparency regarding federal dollars that transit the state budget, and may formally call upon its congressional delegation to end wasteful foreign spending.

(e) All provisions of this act shall be applied consistent with the Constitution of the United States and the Constitution of the State of Michigan.

Section 3. Absolute Prohibition on State Funds for Foreign Aid and Foreign Wars.

(1) No state funds, including general-fund appropriations, special funds, grants, or any other state-controlled resources, shall be expended, transferred, or obligated for:

(a) Foreign aid of any kind;

(b) Support of foreign wars, military operations abroad, or nation-building activities;

(c) Direct or indirect payments to foreign governments, foreign political entities, or foreign non-governmental organizations engaged in activities contrary to the interests of the United States or the State of Michigan; or

(d) Membership dues, contributions, or support for international organizations that advance agendas hostile to American sovereignty or that lack rigorous anti-corruption safeguards.

(2) Any existing state program or contract that violates this section shall be terminated at the earliest lawful opportunity.

Section 4. Transparency and Line-Item Scrutiny of Federal Funds.

(1) The Governor, State Budget Director, and all agencies shall identify and publicly disclose any federal funds that pass through the Michigan state budget and are tied to foreign wars, foreign aid, or international assistance programs.

(2) The Governor is authorized and encouraged to exercise line-item veto or equivalent budgetary authority to the maximum extent permitted by law against any such federal pass-through funds, and to seek their redirection toward Michigan priorities: road and infrastructure repair, veterans’ services, border security support, and direct relief for Michigan families.

(3) An annual public report shall detail the amount, source, and purpose of any foreign-related federal funds that enter the state fiscal system and the disposition of those funds.

Section 5. Call for Federal Action and Audits.

(1) The Michigan Legislature formally calls upon the State’s congressional delegation to:

(a) End blank-check foreign aid packages that lack strict anti-corruption and end-use verification;

(b) Support comprehensive forensic audits of all U.S. military and economic assistance sent overseas, with recovery of misused funds and accountability for foreign recipients; and

(c) Prioritize American veterans, defense workers, and domestic military readiness over open-ended foreign commitments.

(2) The Attorney General and relevant agencies shall cooperate with any lawful federal or bipartisan audit efforts and shall publicize findings that affect Michigan taxpayers.

Section 6. Veterans and Michigan Defense Workers First.

(1) When state resources or influence touch defense-related spending, priority shall be given to the care, benefits, and employment of Michigan veterans and to high-wage defense-industry jobs located in Michigan.

(2) State contracting and economic-development incentives in the defense sector shall favor work performed in Michigan by Michigan workers over offshore or foreign-sourced activity.

Section 7. No State Support for Hostile Globalist Entanglements.

(1) No state agency shall expend funds or provide official support for international organizations, treaties, or initiatives that drain Michigan resources while advancing agendas contrary to American constitutional sovereignty or the economic interests of Michigan citizens.

(2) The State shall focus on reciprocal trade arrangements that benefit American and Michigan workers rather than perpetual foreign handouts.

Section 8. Redirection of Resources Home.

All savings, recoveries, or redirected amounts realized under this act shall be applied exclusively to Michigan needs: infrastructure, veterans’ services, public safety, border-related enforcement support, education of Michigan children, and tax relief for Michigan families. No savings shall be redirected to new foreign or international purposes.

Section 9. Enforcement and Reporting.

(1) The State Treasurer and Attorney General shall enforce the prohibitions of this act. Knowing violations by state officers or employees shall be grounds for disciplinary action and, where appropriate, recovery of misspent funds.

(2) An annual “Michigan First Spending Report” shall be published detailing compliance, any foreign-related federal funds identified, amounts redirected or blocked, and benefits delivered to Michigan veterans and taxpayers.

Section 10. Severability.

If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act and the application of its provisions to other persons or circumstances shall not be affected. Nothing in this act shall be construed to impair the federal government’s constitutional authority over foreign affairs or to compel the State to violate federal law.

Section 11. Effective Date.

This act takes effect 90 days after enactment. Identification and disclosure of foreign-related federal pass-through funds shall begin within 60 days of the effective date.

Enacting Section.

This act is ordered to take immediate effect.
