A bill to establish Michigan Space Dominance; to create Space Industrial Zones and manufacturing hubs for rockets, satellites, propulsion, and in-space systems; to accelerate research, workforce development, and commercialization; to explore Great Lakes spaceport and ground-infrastructure capacity; to secure domestic supply chains and ban adversarial involvement; to align with national space and defense priorities; to create the Michigan Space Authority; and to position Michigan as America’s Great Lakes space powerhouse, creating high-wage jobs and helping the United States dominate the space domain.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1. Short Title.
This act shall be known and may be cited as the “Michigan Space Dominance and Aerospace Renaissance Act.”
Section 2. Legislative Findings.
The Legislature finds and declares all of the following:
(a) Michigan possesses a proud aerospace heritage, advanced manufacturing capacity, engineering talent, and energy resources that uniquely position the State to become a leading hub for space manufacturing, launch support, orbital infrastructure, and related innovation.
(b) Space dominance is essential to national security, economic competitiveness, and technological leadership. Michigan will not merely participate—it will help America lead.
(c) Dedicated industrial zones, low-cost reliable energy, streamlined permitting, workforce pipelines, and protection from adversarial foreign involvement can attract major investment and create tens of thousands of high-wage jobs.
(d) All activities under this act shall comply with the Constitution of the United States, the Constitution of the State of Michigan, federal space and export-control law, and U.S. national-security requirements.
Section 3. Definitions.
As used in this act:
(a) “Space Industrial Zone” or “Space Enterprise Zone” means a designated area receiving preferential tax, permitting, energy, and regulatory treatment for space-related manufacturing and testing.
(b) “Space technology” means rockets, satellites, propulsion systems, life-support systems, in-space manufacturing equipment, avionics, thermal systems, composite structures, reusable vehicle components, and related enabling technologies.
(c) “Adversarial entity” means any entity owned, controlled, or directed by a designated foreign adversary, including the People’s Republic of China or the Chinese Communist Party.
(d) “Authority” means the Michigan Space Authority created in this act.
Section 4. Space Manufacturing and Production Leadership.
(1) Space Industrial Zones shall be established with tax incentives, expedited permitting, and access to abundant low-cost energy to attract companies building rockets, satellites, propulsion systems, life-support equipment, and in-space manufacturing systems.
(2) Michigan’s existing automotive, aerospace, and advanced-manufacturing base shall be leveraged for rapid production of high-reliability space components, including avionics, thermal systems, composites, and reusable vehicle parts.
(3) Additive manufacturing and advanced materials capabilities specifically tailored to space applications—lightweight structures, radiation shielding, and on-orbit repair parts—shall receive targeted support.
Section 5. Innovation and Research Acceleration.
(1) A Michigan Space Innovation Fund is authorized as a public-private vehicle to support research in propulsion, orbital logistics, lunar resource utilization, quantum sensors for space, and artificial intelligence for autonomous spacecraft.
(2) Partnerships with the University of Michigan, Michigan State University, Michigan Technological University, and technical colleges shall expand aerospace engineering, space systems, and orbital-mechanics programs, together with apprenticeships and fast-track training for space-manufacturing careers.
(3) Recruitment of young engineers and technicians shall be coordinated with the State’s talent-attraction and Gen Z migration programs, with relocation incentives tied to space-industry employment.
Section 6. Infrastructure and Launch Support.
(1) The State shall support development of testing facilities, clean rooms, integration centers, and payload-processing sites.
(2) Feasibility studies and site evaluations for horizontal-launch, sounding-rocket, and suborbital-testing capability in northern Michigan or the Upper Peninsula are authorized, taking advantage of cold-weather expertise and open space.
(3) Critical space-component supply chains shall be secured through domestic sourcing preferences, reducing reliance on foreign and especially adversarial suppliers.
Section 7. Policy Incentives and Regulatory Fast-Track.
(1) Space Enterprise Zones shall offer ultra-low tax rates and reduced regulatory burden for qualifying space companies, conditioned on job creation and high Michigan content.
(2) Energy Dominance policies shall guarantee abundant, reliable, low-cost power for energy-intensive space manufacturing and testing.
(3) Environmental and safety approvals for space projects shall be streamlined through fixed timelines and concurrent review while maintaining rigorous safety standards.
(4) State procurement shall preferentially purchase Michigan-made space components for any state-supported satellite, research, or defense-related projects.
Section 8. Strategic Partnerships and National Security.
(1) The State shall work closely with NASA, the United States Space Force, and commercial partners to secure major contracts and facilities.
(2) Michigan shall be positioned as a key supplier for military space systems, hypersonics components, and resilient satellite constellations.
(3) Partnerships are limited to the United States and trusted allies. Adversarial entities and researchers linked to them are prohibited from participating in state-supported space programs, facilities, or supply chains.
Section 9. Michigan Space Authority.
(1) There is created the Michigan Space Authority as a dedicated, lean coordinating body to attract investment, designate Space Industrial Zones, align workforce and infrastructure programs, and measure results.
(2) The Authority shall maintain a public dashboard tracking:
(a) High-wage space and aerospace jobs created;
(b) Facilities opened or expanded;
(c) Contracts secured;
(d) Patents filed; and
(e) Michigan’s national ranking in space-related manufacturing and innovation.
(3) The Authority shall operate under performance metrics, transparency requirements, and periodic reauthorization. Incentives are subject to claw-back for non-performance.
Section 10. Goals.
The strategic goals of this act include creating tens of thousands of high-wage space and aerospace jobs, establishing Michigan as a top-tier supplier for American space ambitions (including lunar and cislunar activity), strengthening national security through domestic industrial capacity, and inspiring the next generation of Michigan innovators.
Section 11. Severability.
If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act and the application of its provisions to other persons or circumstances shall not be affected.
Section 12. Effective Date.
This act takes effect 90 days after enactment. The Michigan Space Authority and initial Space Industrial Zone criteria shall be operational within 180 days.
Enacting Section.
This act is ordered to take immediate effect.
