Gen Z Migration Act

A bill to reverse population loss and attract young American families to Michigan; to reduce the cost of living through energy abundance, tax relief, and housing-supply expansion; to establish the Michigan Calling recruitment and relocation program; to support family formation, homeownership, and child-rearing; to foster family-oriented, traditional-neighborhood communities; to create job pipelines and entrepreneurship opportunities; to establish the Michigan Patriot Migration Authority; and to build a generational renaissance of affordable homes, strong families, and lasting prosperity.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

Section 1. Short Title.

This act shall be known and may be cited as the “Michigan Gen Z Patriot Migration and Family Affordability Act” or the “Michigan Calling Act.”

Section 2. Legislative Findings.

The Legislature finds and declares all of the following:

(a) Michigan has suffered decades of population loss and out-migration of young adults. The state’s future depends on attracting and retaining young Americans who value family, work, community, and opportunity.

(b) High housing costs, elevated taxes, and elevated energy prices in many other states have created an opening for Michigan to become the most affordable, family-friendly destination in America.

(c) A deliberate strategy combining cost-of-living reduction, targeted recruitment, family-formation supports, housing-supply expansion, and job pipelines can attract hundreds of thousands of young adults, reverse demographic decline, raise homeownership, and support higher marriage and birth rates.

(d) Family-oriented communities featuring attainable single-family homes, safe streets, parks, schools, and local employment form the physical and social foundation for lasting settlement.

(e) All programs under this act shall be administered consistent with the Constitution of the United States and the Constitution of the State of Michigan, on the basis of residency, employment, family status, and other neutral criteria.

Section 3. Definitions.

As used in this act:

(a) “Young adult” or “eligible young household” means an individual or married couple primarily between the ages of 18 and 35 who establishes Michigan residency and meets program criteria.

(b) “Authority” means the Michigan Patriot Migration Authority created in this act.

(c) “Family-oriented community” means a neighborhood or small-town development designed around attainable single-family homes, walkability or traditional street patterns, parks, schools, and civic or community amenities.

Section 4. Dramatic Cost-of-Living Reduction.

(1) The State shall accelerate Energy Dominance policies so that abundant, reliable nuclear, natural-gas, and other generation drives electricity and heating costs substantially lower, thereby reducing the cost of housing construction, groceries, transportation, and household budgets.

(2) Elimination of the state personal income tax shall be fast-tracked according to revenue growth from energy and economic expansion. Targeted property-tax relief shall be provided to young families purchasing their first primary residence.

(3) Housing-supply measures shall include aggressive streamlining of zoning and permitting barriers that artificially constrain single-family and attainable housing, together with support for traditional, durable, and beautiful neighborhood design under the Michigan Architectural Renaissance framework.

(4) Down-payment assistance, low-interest loan support, and related homeownership tools, including those financed in part by the Michigan Sovereign Wealth Fund where available, shall prioritize young households establishing long-term Michigan residency.

Section 5. Michigan Calling Recruitment and Relocation Program.

(1) A statewide “Michigan Calling” program is established to recruit young adults and families through national marketing that highlights affordable homes, high-wage jobs in manufacturing, energy, trades, and related sectors, low taxes, safe communities, and family-friendly culture.

(2) Eligible young adults who relocate to Michigan, secure employment in priority industries, and commit to multi-year residency may receive:

(a) Relocation grants within a defined range;

(b) Student-loan repayment assistance for those entering high-demand fields such as the trades, nursing, teaching, manufacturing, construction, and energy; and

(c) Priority consideration for family-account or homeownership supports.

(3) Young military veterans and their families shall receive fast-track priority for all incentives under this act.

(4) Program rules shall require verified residency, employment, and repayment or claw-back provisions for early departure.

Section 6. Family Formation Support.

(1) Refundable tax credits or direct payments shall be provided to married couples upon the birth of children, with amounts scaling for additional children, subject to appropriation and fiscal capacity.

(2) High-quality, parent-controlled childcare options shall be expanded, and school-choice funding shall ensure families are not confined to underperforming districts.

(3) Tax and housing-priority benefits shall favor young married couples establishing households. Community and civic programs that celebrate and support stable family life are authorized and encouraged.

(4) Public messaging shall affirm that strong families and children are central to Michigan’s long-term revival.

Section 7. Family-Oriented Communities and Job Creation.

(1) The State shall partner with local governments and private developers to create or revitalize family-oriented communities and small towns featuring attainable single-family homes, safe streets, parks, schools, and proximity to employment.

(2) Job-pipeline programs shall guarantee interviews, apprenticeships, and training placements in energy, manufacturing, construction, and the trades for incoming young adults who meet eligibility criteria.

(3) Low-regulation startup zones and micro-grants shall be available to young entrepreneurs establishing businesses in Michigan.

Section 8. Michigan Patriot Migration Authority.

(1) There is created the Michigan Patriot Migration Authority to coordinate recruitment marketing, relocation incentives, housing and family supports, community-development partnerships, and job pipelines.

(2) The Authority shall maintain a public dashboard tracking:

(a) Net in-migration of young adults aged 18–35;

(b) Marriage and birth rates among new and existing young residents;

(c) Homeownership rates for young households;

(d) Job placement and retention; and

(e) Overall population growth and expansion of the taxpayer base.

(3) The Authority shall operate under performance metrics, annual public reporting, and reauthorization requirements.

Section 9. Goals.

The strategic goal of this act is to attract and retain hundreds of thousands of young adults over the next decade and a half, raise homeownership and family formation, reverse out-migration, and establish Michigan as the premier affordable, family-friendly state for the next generation.

Section 10. Severability.

If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act and the application of its provisions to other persons or circumstances shall not be affected.

Section 11. Effective Date.

This act takes effect 90 days after enactment. The Michigan Patriot Migration Authority and initial incentive rules shall be operational within 180 days.

Enacting Section.

This act is ordered to take immediate effect.
