A bill to establish Michigan Nuclear Dominance; to accelerate the deployment of proven and advanced fission reactors including small modular reactors and microreactors; to support fusion research and commercialization; to build a domestic nuclear workforce and supply chain; to streamline state permitting while maintaining rigorous safety standards; to integrate nuclear power as the backbone of a reliable, low-cost grid; to create the Michigan Nuclear Authority; and to deliver energy abundance, high-wage jobs, lower electricity prices, and long-term energy security for the people of Michigan.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1. Short Title.
This act shall be known and may be cited as the “Michigan Nuclear Dominance and Energy Security Act.”
Section 2. Legislative Findings.
The Legislature finds and declares all of the following:
(a) Reliable, abundant, and affordable energy is the foundation of economic strength, manufacturing competitiveness, and national security.
(b) Michigan possesses the land, water resources, industrial base, and human capital to become a national leader in nuclear power.
(c) An aggressive all-of-the-above nuclear strategy—combining life extension of existing assets, rapid deployment of small modular reactors and advanced fission designs, and support for fusion development—can deliver energy abundance, drive down electricity costs, create thousands of high-wage careers, and secure Michigan’s prosperity for generations.
(d) Nuclear power is a proven, high-density, dispatchable source of energy that, when properly regulated, has demonstrated an exceptional safety record.
(e) All development under this act shall comply with the highest evidence-based safety standards, U.S. non-proliferation requirements, and the Constitutions of the United States and the State of Michigan.
Section 3. Definitions.
As used in this act:
(a) “Small modular reactor” or “SMR” means an advanced nuclear reactor of modular design with enhanced passive safety features and factory-fabrication potential.
(b) “Microreactor” means a very small nuclear reactor suitable for remote, industrial, or distributed applications.
(c) “Advanced reactor” means any fission reactor design that incorporates significant improvements in safety, efficiency, fuel cycle, or waste characteristics relative to the current operating fleet.
(d) “Authority” means the Michigan Nuclear Authority created in this act.
Section 4. Fission Expansion – Proven and Advanced Reactors.
(1) It is the policy of this State to fast-track the permitting and construction of SMRs, microreactors, and next-generation large reactors on brownfield sites, former coal-plant locations, and suitable industrial properties.
(2) Continued safe operation, license renewal, and refurbishment of existing nuclear generating assets shall be supported wherever technically and economically justified.
(3) Domestic nuclear-fuel production and advanced-fuel development located in Michigan shall be encouraged through tax incentives, infrastructure support, and regulatory streamlining.
Section 5. Fusion Energy Acceleration.
(1) State-supported fusion research hubs shall be established in partnership with private industry, universities, and national laboratories for materials testing, pilot-plant development, and related science.
(2) Incentives and infrastructure support shall be offered to private fusion companies that locate research, demonstration, or early commercial facilities in Michigan.
(3) Priority shall be given to technologies with a credible pathway to grid-connected power within the next two decades.
Section 6. Workforce and Supply-Chain Development.
(1) A Nuclear Workforce Academy system shall be created through community colleges, universities, and trade schools to train reactor operators, engineers, technicians, welders, and safety specialists at scale.
(2) Tax credits and grants shall be available to Michigan companies that manufacture nuclear components, fuel, and specialized equipment, thereby reshoring critical supply-chain capacity.
(3) Aggressive recruitment of nuclear professionals shall prioritize U.S. citizens and veterans.
Section 7. Regulatory Reform and Siting.
(1) State permitting processes for nuclear facilities shall be streamlined through fixed timelines, concurrent review, and clear decision criteria while preserving the highest safety standards. State agencies shall align with and support federal efforts to eliminate unnecessary delay.
(2) Nuclear facilities may be sited on suitable industrial and brownfield locations subject to rigorous safety review and meaningful community engagement.
(3) Ideological or non-safety-based delays are rejected; regulation shall remain evidence-based and performance-oriented.
Section 8. Energy Integration and Economic Impact.
(1) Nuclear generation shall serve as a foundational, dispatchable resource for a resilient, low-cost Michigan grid that underpins manufacturing dominance and broader electrification.
(2) Nuclear projects receiving state support shall include local-job, supply-chain participation, and community-benefit commitments.
(3) The explicit goal is abundant power that materially lowers and stabilizes electricity prices for families, farms, and industry.
Section 9. Governance, Safety, and National Security.
(1) Independent, evidence-based safety oversight shall be maintained at all times.
(2) Regular public reporting on project timelines, costs, safety performance, and economic benefits is required.
(3) All nuclear activities in Michigan shall conform to U.S. non-proliferation standards and shall advance American energy independence.
Section 10. Michigan Nuclear Authority.
(1) There is created the Michigan Nuclear Authority as a focused, results-driven body to coordinate reactor development, attract private investment, align workforce and supply-chain programs, and track progress.
(2) The Authority shall maintain a public dashboard reporting:
(a) New nuclear capacity added (MW);
(b) High-wage jobs created;
(c) Electricity-cost trends attributable to nuclear expansion;
(d) Private investment secured; and
(e) Contribution to grid reliability.
(3) The Authority shall operate under performance metrics, transparency requirements, and periodic reauthorization.
Section 11. Goals.
The strategic goals of this act include making Michigan a top-tier nuclear energy state with multiple new reactors online within a decade, delivering dramatically lower and more stable electricity prices, creating thousands of long-term high-wage careers, strengthening national energy security, and laying the foundation for eventual fusion commercialization.
Section 12. Severability.
If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act and the application of its provisions to other persons or circumstances shall not be affected.
Section 13. Effective Date.
This act takes effect 90 days after enactment. The Michigan Nuclear Authority and initial fast-track permitting rules shall be operational within 180 days.
Enacting Section.
This act is ordered to take immediate effect.
