Michigan Sovereign Wealth Fund for Generational Americans (MSWF-GA)
The Michigan First Movement believes Michigan’s natural resources, energy dominance, and economic growth belong first to the citizens who built this state, particularly multi-generational (“3+ generation”) Michigan families who have deep roots here. A Sovereign Wealth Fund will capture a portion of resource revenues and investment returns to create direct, tangible benefits for working and middle-class Michiganders, strengthen family stability, promote homeownership, education, and long-term wealth building, while reducing reliance on traditional taxation.
This is not a government slush fund. It is a citizen-owned endowment designed to deliver prosperity across generations.
Core Policy: Establishing the Michigan Sovereign Wealth Fund for Generational Americans
Fund Structure: Create the Michigan Sovereign Wealth Fund for Generational Americans (MSWF-GA) as a constitutionally protected, independently managed permanent fund. Deposits will come primarily from:
Royalties and severance taxes on oil, natural gas, mineral extraction, and energy exports.
A dedicated portion of new revenue from energy dominance policies.
Investment returns on the fund principal.
Voluntary contributions, unclaimed property, and a share of certain state asset sales or settlements.
Eligibility Priority: Benefits will prioritize 3+ generation Michigan families (U.S. citizens with documented multi-generational residency or family history in Michigan). All legal Michigan residents may participate at lower tiers, but the fund’s core mission is to bolster and preserve the middle class for those with longstanding ties to the state.
Key Uses of the Fund – Bolstering the Middle Class
Annual Citizen Dividends
Direct payments to eligible Michigan households, modeled after the Alaska Permanent Fund Dividend.
Initial target: $1,000–$2,500 per eligible adult and child annually once the fund reaches sufficient scale.
Prioritize 3+ generation families with higher or earlier distributions.
Middle-Class Wealth Building Programs
Homeownership and Housing Assistance: Down-payment grants, low-interest loans, or matching savings accounts for first-time and generational homebuyers in Michigan.
Education and Workforce Savings Accounts: Tax-advantaged “Michigan Future Accounts” seeded with fund dollars for K-12, vocational training, apprenticeships, or college, focused on high-ROI skills in energy, manufacturing, trades, and technology.
Family Stability Grants: Support for multi-generational households, childcare cost relief, and elder care that keeps families together.
Community and Economic Investments
Infrastructure in small towns and rural areas.
Seed capital for Michigan-based businesses owned or employing generational residents.
Healthcare cost mitigation and preventive wellness programs.
Principal Protection and Growth
The core principal will be invested conservatively (with a portion in Michigan-focused infrastructure and resources) to grow perpetually.
Withdrawals limited to earnings only, with strict statutory caps to ensure the fund lasts for centuries.
Governance and Safeguards
Independent Board: A board of trustees with fiduciary duty, including citizen representatives, financial experts, and elected officials from both parties. Terms staggered to prevent political capture.
Transparency: Quarterly public reports, annual independent audits, and live online dashboards showing fund performance, deposits, and distributions.
Constitutional Protection: Seek a voter-approved constitutional amendment to enshrine the fund, its mission, and spending rules, making it extremely difficult for future politicians to raid.
Anti-Corruption Rules: Strict conflict-of-interest bans, prohibition on using fund assets for political purposes or crony projects.
Eligibility Verification: Simple, fraud-resistant system using birth records, long-term tax residency, or family history documentation to confirm 3+ generation status where benefits are tiered.
Projected Timeline and Impact
Years 1–3: Establish the fund, pass enabling legislation, begin deposits from energy revenues.
Years 4–8: Grow the fund to $5–10+ billion while delivering initial dividends and savings accounts.
Year 10+: Multi-billion-dollar endowment delivering meaningful annual dividends and wealth-building tools that strengthen the middle class and reduce pressure on the general budget.
This fund will act as a “middle-class multiplier,” turning Michigan’s natural wealth into direct family prosperity and helping reverse population loss by giving young generational Michiganders strong reasons to stay and build here.
Why This Matters
Generational Americans built Michigan’s farms, factories, auto plants, and communities. Their descendants deserve a direct share of the state’s future wealth, not filtered through wasteful bureaucracy. A Sovereign Wealth Fund rewards stewardship, promotes self-reliance, and creates a virtuous cycle of investment, growth, and citizen ownership.
The Michigan First Movement will introduce the Michigan Sovereign Wealth Fund for Generational Americans Act and pursue a constitutional amendment to make this permanent. We invite all legislators who believe Michigan’s resources should benefit Michigan’s families, not special interests or endless government programs, to support this bold vision.
Resources for Generational Michiganders.
Wealth for Families.
Prosperity Across Generations.
Michigan First. Families First. Futures First.
